Sub: Issue of unreserved tickets of higher classes through UTS, JTBS and YTSK.
In the UTS, apart from unreserved second class tickets, there is a provision for issuance of unreserved tickets for higher classes. UTS machines have also been provided to JTBS and YT8K licensees and in terms of paras 4(iii) to 4 (v) of Commercial Circular No. 12 of 2014 and 8. No.6 of Commercial Circular no. 45 of
2014, they have been authorized to issue following types oftickets:-
(i) all tickets which can be issued through UTS except higher class and concessional tickets.
(ii) unreserved concessional tickets to senior citizens.
(iii) renew season tickets.
(iv) platform tickets.
2. Tickets for higher classes are generally issued on authorisation by the concerned officer. However; there are no specific instructions in this regard.
3. With a view to maintain uniformity as also to streamline the procedure, it has been decided that for issuing of unreserved tickets through UTS by booking clerks of Indian Railways; JTBS & YTSK, following course of action should be adopted:-
(i) Booking clerks of Indian Railways working at UTS counters are allowed to issue unreserved ,28 class tickets only. However, they can issue unreserved tickets for higher classes also if specifically authorised by Chief Booking Supervisor or any other officer, as decided by Zonal Railways.
(ii) To meet the local requirements e.g. where reserved coaches have been declared as unreserved, etc., Zonal Railways can also notify specific sections for issuance of unreserved tickets of higher class.
(iii) JTBS and YTSK are presently allowed to issue unreserved Second class tickets, platform tickets and renew season tickets. However; if Railways so desire, JTBS and YTSK licensees can also be authorised to issue unreserved
Sleeper class tickets to meet the demand of specific sections.
4. This issues with the concurrence of Finance and Accounts Directorates of Ministry of Railways.
5. Necessary instructions may be issued to all concerned
